The Committee on Information and Communications Technology, House of Representatives made a study visit at Vietnam Data Communication Company (VDC). They were welcomed by Mr. Vu Hoang Lien, the company's chief executive. In each meeting agenda, both sides exchanged views as follows:
1. Business overview of Vietnam Data Communication Company (VDC)
1.1 Company History
Vietnam Data Communication Company established in December 1989, by Vietnam Posts and Telecommunications Group (VNPT). The company is the leader of the Internet, data communication, and the country's information technology. It has the largest infrastructure network in the country, distributed in 63 provinces. Moreover, it has a Linkage in various fields in collaboration with leading companies of more than 10 companies including:
- Cooperation in management applications such as IBM, Intel Company Microsoft Company, HP Company, Dell Company, Alcatel Company, Motorola Company, Cisco Systems Company, and Juniper Company
- Cooperation in service, such as Call2Vietnam Company, Telecom, Cambodia Company, and China Telecom.
Moreover, PC World Magazine also defined the company as a "highly popular Internet service provider." The company was awarded the “ICT Awards 2008” in the field of an organization that provides the best Internet service and also an organization that has the maximum number of members and the best customer service.
Now, the company has more than 1,000 employees, classified by educational background including PhD and master's degree accounting for 4 percent, and bachelor’s degree level accounting for 84 percent and other educational level background accounting for 12 percent.
1.2 Business operations
The company has duties to operate the business according to the government policy as follows:
- Communication technology service via electric wire system
- Telecom and information technology
- Communication service
- Inspecting, consulting, designing, installing and maintaining various qualities in telecommunications and information technology
- Manufacturing, importing and exporting ICT products and equipment
- Financial services, credit service and commercial bank
- Advertising service
- Real estate business Office rental services
- Other services required by the Vietnamese government
1.3 Marketing development plan of the company
The company has a marketing development plan with a focus on 3 main services to develop Value Added Services which are an e-commerce online service, information service, and management service. In this regard, the company has set a target to provide value-added services in accordance with the needs of society in order to support the Mega VNN Network (ADSL) to be more successful. Also, the company serves the value added for Mega VNN number (ADSL) for free of charge to promote the use of services widely. It also strengthens and develops cooperation within the country and between countries.
2. Measures to prevent, control and supervise the website operated various illegal and inappropriate acts
Vietnamese business organizations with internet access have security systems installed called a Firewall in collaboration with the Operator to help prevent and supervise. In the meantime, the user may have to pay a service fee to the operator. On the other hand, the Internet user may be responsible for detecting inappropriate content as well. For the control measures on legal supervision, they are still not decisive enough because the regulatory control of the government still has a problem. However, there are human rights organizations or the social sector entered to help supervise.
3. Policy guidelines for software development that disclose the Open code to the public
In order to help people use the service for free, Vietnam's government has encouraged the establishment of creating free software to provide services to the people without charge. But it is still unable to meet all requirements and fix the problem of imported substitution because most software licenses purchased from overseas are expensive and the utilization rate is high. So, the government has to invest and support to provide more free software to meet the needs of the people. For an overview of the operation of information technology, ASEAN member countries must cooperate in developing the information technology, especially in regards to software that discloses the Open Source to enable people at all levels to access the information and technology to keep up with the advancement of information technology which changes rapidly.
Views and Suggestions from the Study Visit
Vietnam has been successful in doing business in information technology and telecommunications in accordance with the goal because it has a vision that can reach the business needs, and customers' needs accurately and completely. They also place importance on human resource development in information technology by training the knowledge of information technology to 1,500 staff members annually. They also provide the scholarships to study abroad for young people accounting for 70–80 percent. Therefore, in the future, Vietnam may be the leading country in Information Technology, Communication and Telecommunications of ASEAN countries.
The development of Thai information technology can be successful if people can access technology and bring its benefit to their life. Meanwhile, the government should give priority to allocate a budget in order to support the development of information communication and telecommunication seriously by distributing the budget to all sectors and all regions of the country appropriately and fairly, as well as in every region.
For the operation of information communication and telecommunication businesses, both public and private should place emphasis on the development of technology personnel. Especially in 2010, Thailand still lacked many information technology personnels. So, it is very important that the government should support and promote research and develop technology to make people be self-reliant. Also, there should be enough information technology personnel in order to continuously develop knowledge and competence in Communicating information and telecommunication of the country for sustainable progress.
