The Problems of Financial Support for a Research on Innovation Stimulation before Joinning ASEAN Economic Community

Summary of the question

As research in Thailand has to develop intellectual capital to stimulate innovation more valuably, it needs the research to be a heart of development by providing several government research institutes collaborate with private sector to carry out the research into commercialization.  At present, however, it is lack of capital to implement such a research. From the reasons above, the interpellant would like to raise questions as follows :

1. How has the Ministry of Science and Technology planned to fund the commercialization research of government and private research institutes to promote great innovation?  Please clarify in details.

2. How has the Ministry of Science and Technology planned to enhance and promote research of knowledgeable people in different fields to further develop?  Please clarify in details.

Summary of the answer to the question

Answer to the first question the Minister of Science and Technology has planned for the National Science Technology and Innovation Policy Office to provide an action plan for national strategy integration in terms of driving research and development expenses at 1 percent of Gross Domestic Product (GDP).  To benefit from Talent Mobility1 and from regional science park will raise competitiveness of country, drive the research and development expenses, and provide policy planning to support that further research and develop such research into commercialization to make the development investment of public sector utmost benefits to economy and society as follows :

1. The development of scientific and technological infrastructures encouraging connections among educational institutes, research institutes, and industrial sector to develop or take research further to be product or service

2. The improvement of laws, rules, and regulations to support scientific, technological and innovative development especially the law which enhances benefiting from intellectual property and technology transfer, and the preparation of financial measures to further support the research into commercialization

Answer to the second question  The National Science Technology and Innovation Policy Office (STI), Ministry of Science and Technology has proposed policies to enhance people in the fields of science, technology and management of public sector and institute of higher education to practice work to raise competitiveness in industrial sector (Talent Mobility) in accordance with the 1st Strategy, 8th Issue on “Research and Development” to solve the problem of lacking scientific and technological people, and raise competitiveness of production and service sector by promoting people of both public sector and institute of higher education to practice work to raise competitiveness in industrial sector of Thailand to be able to create innovation and increase more productivity2 based on 4 aspects as follows :

1. Research and Development

2. Technical Problem-Solving

3. Test Analysis and Standard System

4. Technology and Innovation Management

1 Talent Mobility is to enhance people in the field of science, technology, and management of government sector and institute of higher education to practice work in industrial sector or private sector to promote an exchange and gain new knowledge.  With this result, it will raise the competitiveness and the development of production and service sector to be stronger.

2Productivity means the improvement of efficiency in production to increase product in quantity and/or add more value with regard to the use of scientific and technological progress to improve the quality of production factor such as raw material, production tool.  To increase production means to benefit from resources available worthily which leads to sustainable development or continuous improvement with consciousness to push forward, and use productivity techniques and tools to help implement.
